Jose, you are nearly there. What you are doing is generally correct, however when you are changing the annotation scale you are only changing the scale of the sheet, and not the actual size or type. To achieve this, create additional title blocks as models within your border file for each corresponding sheet size, A1, A2, A4 portrait etc. Now once you have associated your border attachment, switching models within the reference properties dialog will switch your sheet size to match the selected title block model
