MicroStation's implementation of Annotation Scale is very different than AutoCAD's. AutoCAD adds a text element with one or more annotation scale attached to it. It allows you to turn on a variable that allows a text to display at any scale. When set this way, AutoCAD is working like MicroStation, where the text scale up or down with the annotation scale. When off, only those text elements are displayed if assigned the current annotation scale. But in addition to this, the currently displayed piece of text can be moved while the text displayed at other scales remain in their original location. When the text is edited, all of the text displayed at other scales are also edited. It's like a display that is linked to one master text string, but each display for each scale is a separate element that only displays at its assigned scale. In MicroStation, text is either annotative or not. If not, it does not scale with annotation scale, ever. If annotative, it scales according to the annotation scale, about its justification point.
