The pre-Connect default for Locate Interiors is "Rendered or Filled". The intent is to not locate edges of geometry that are obscured by a surface. Rendered or Filled, Rendered Views, and Filled Shapes were collapsed into a single option, "Visible" in Connect. The separate options provided an unnecessary level of control that was difficult to explain. Sometimes locating the interiors of filled shapes (or surfaces in shaded views) gets in the way and you want to restrict the locate to edges, this is where "Never" comes in handy. The "Always" option essentially makes wireframe locates behave as if the view was shaded, this is a more specialized use case. HTH -B NOTE: "Visible" takes into account whether "Hidden Edges" are enabled in the display style.
