As MaryB suggested, a sample drawing would be extremely helpful. Looking at your Pen Table the only thing I see defined is that any dimension with Color 0 is set to print as Style 0. As far as your .pltcfg the only parameters that are set in regards to line styles is the on/off pattern for the built in line styles (1-7). This could be problem, but only if you are using the built in styles. This is where a sample file would help. We have no idea what line styles you are using, what color overrides or line style overrides may be set, or any other settings. Also, if you want others, who volunteer their time, to resolve an issue you need to give as much relevant information as possible.
