Bylevel/Override Linestyle scale is an attribute of the level and is considered part of the style data. If MS_LEVEL_EDIT_ATTRIBUTE_LIST does not = BylevelStyle, OverrideStyle, BylevelSymbology or OverrideSymbology, the style scale will not be able to be changed.
